			<content:encoded><![CDATA[<p>The Philippine local government unit (LGU) of Opol has been presented granted the prestigious International Association for Universal Design Award 2010 in Hamamatsu, Shizouka Prefecture, Japan. </p>
<p>Opol received the award, last November, for its outstanding achievement and contribution to the development, delivery and dissemination of Universal Design. <br />
It was also recognized for its accomplishments in the creation of a Non-Handicapping Environment (NHE) for Persons With Disabilities (PWDs) in its determination to establish a community free of physical and social barriers. </p>
<p>These accomplishments included : the conduct of a weekly radio program on NHE and Community-Based Rehabilitation (CBR) hosted by a PWD and regular forum and assemblies, likewise, as participation of the PWDs in local activities and development. Further, the Issuance of Executive Order 2009-18, for the inclusion of PWDs in the Local Development Council, organization of PWD and parent groups, and coming up with budget allocation for PWDs in all department offices, rehabilitation of public facilities to be accessible to PWDs in the Municipal Hall, comfort room at the Personnels Office, Municipal Library, Teen Health Quarters, Fire Station, Seablings Restaurant and Opol Public Market. </p>
<p>The NHE project aims at furthering physical accessibility on built-environment and social accessibility on regulation, system, and peoples attitude in the community . <br />
It implements activities based on a series of components outputs that include the following : Implementing mechanism to define the implementing and monitoring mechanisms, and profiling to grasp assess the situation of PWDs and physical accessibility. <br />
Capacity development to enhance capacity of counterparts stakeholders, empowerment of PWDs and their organizations and promoting their participation. </p>
<p>Advocacy to promote the removal of barriers in society and networking to disseminate share project experiences on NHE with international national stakeholders. <br />
Opol and New Lucena, in Iloilo, were chosen as the countrys pilot areas of the NHE project and willing to share its good practices and other relevant experiences to interested LGUs to facilitate the adoption replication of such project. </p>
<p>Meanwhile, the Regional Development Council, region 10 (RDC-X) has enjoined all LGUs in the region, in close coordination with the concerned agencies and private sector entities, organizations to adopt and implement the NHE project in their localities to promote the welfare of the PWDs. </p>
<p>The Municipal Social Welfare and Development Office (MSWDO) also aids persons with disabilities in most towns by giving them livelihood skills training and other assistance such as wheel chairs. </p>
<p>The rights of PWDs in the Philippines have been covered by the enactment of the Philippine Republic Constitution in 1987, the promulgation of the Republic Act No. 7277, Magna Carta for PWDs in 1992 and the promulgation of RA 9442, articles of amendment on the Magna Carta in 2007. </p>
<p>The National Council on Disability Affairs (NCDA) and the Japan International Cooperation Agency implemented the Partnership Project on the Creation of an NHE for PWDs in the rural area from Oct. 2008 to Sept. 2012. (PIA-10)</p>

			<content:encoded><![CDATA[<p>It seems that there are no stopping Google.  Latest stats show that they are once again dominating the market&#8217;s searches, and they are widening the gap.</p>
<p>There are no big players in the search market, there is only one big player, and the rest are playing catch up.</p>
<p>Microsoft tried desperately to catch up with Google, for all their dominance in the desktop market, they should have easily beaten Google to a pulp.  What happened?</p>
<p>For all Yahoo!&#8217;s dominance in the early search market, they seemed to have lost their plot too, losing market share in an even faster speed!</p>
<p>So what&#8217;s going on?  There is only one answer.  The search results.</p>
<p>Despite what the so-claimed experts say, branding, usability etc. etc.  All these are irrelevant.  Yahoo! about ten years ago have such a strong brand users &#8220;became&#8221; Yahooligans, remember?  Do you hear Googlers?</p>
<p>Microsoft definitely knows how to brand themselves, but they failed on getting the right domain name for their search engines.  And they are still failing!</p>
<p>Users are not stupid, definitely not Internet users.  When the internet population exploded, we made do with sub-quality search results.</p>
<p>If you have been using the Internet for researching things since 1993 &#8211; 1994, you will definitely know we need to go through pages of irrelevant results from search engines till we find the right result we wanted.</p>
<p>How many of us really go through to Page 3 of any searches we do via Google nowadays?</p>
<p>Sadly, if we input a keyword for searches on Live or Yahoo, we may still need to work through several pages of search results to find what we want, even TODAY!</p>
<p>So there you go, the answer to why Google is dominating and the rest are panting.  With the sizes of Microsoft and Yahoo, I am positive they can recruit top brains to do it, please recruit the right people.</p>
<p>I use Google everyday for my searches, like it or not, but I hate to see one day when Google is the only search engine.  Monopoly is never healthy, but from the looks of things, unless Microsoft and Yahoo get it right soon, we are definitely heading that way.</p>
<p>In the meanwhile, I will stick to Google to find the results for my next search.</p>

<p>If I recall correctly, the idea never took off, it (the toolbar) did not come out of &#8220;testing stage&#8221;.  It never worked.  Am I wrong on this?  Please do correct me if I am.</p>
<p>Now the domain name seems be re-directed to no-where.  A search for the term on Google turns up over 2 million links, many still touting Agloco.  Different methods and ways of &#8220;promoting&#8221; the concept.</p>
<p>Another one bites the dust.  When it is too good to be true, it is not.  At least someone is sitting on a premium name now, at least for a few months the name will stay premium.</p>
