The French government is working in conjunction with ISPs and content owners on a new law which will punish users caught pirating movies or music by prohibition then from using the internet.
Basically ISPs will have the duty and power to monitor their customer’s activities. If customers are caught pirating the information will be passed to a new independent body who will oversee the whole process. The identified party will first get a warning and then threatened with either being cut off or suspended if they do not stop illegal file-sharing.
Denis Olivennes, head of the French chain store FNAC, who chaired the committee said current penalties for piracy - large fines and years in jail - were “totally disproportionate” for those young people who do file-share illegally.
Apparently this time film makers and friends will also have some responsibilities, not just advantages like is usually the case. In return they agreed to speed up the transfer of movies to DVD and the music industry pledged to support DRM-free tracks on music stores.
